Application Infrastructure
European application infrastructure — PaaS, serverless, and managed runtimes — exists but trails the US hyperscalers in breadth and ecosystem maturity. French providers Clever Cloud and Scalingo offer Heroku-style PaaS with EU hosting, Scaleway provides serverless containers and functions, and Open Telekom Cloud runs managed Kubernetes on German soil. The core limitation is ecosystem lock-in: most European PaaS providers support fewer runtimes and lack the global edge network reach of AWS Lambda or Cloudflare Workers.
